Ofcom's Consultation on a Draft Direction Setting the Margin between IPStream and ATM Interconnection Prices
Ofcom undertook a review of the margin available between BT's portfolio of wholesale broadband services. To date the lack of a reasonable margin between IPStream, DataStream and LLU products has acted as a major disincentive to competition and hence has inhibited the development of new services and wider choice. Ofcom has proposed a formula which is designed to ensure that a minimum margin is provided between IPStream and Datastream services. This formula found that most of BT's IPStream services breached the minimum margin set by Ofcom's proposed formula (for example Home 500 failed the margin test by £1). The consultation closed on 28th July 2004.
